“Residency for tuition purposes” can refer to more than simply the state in which you live.  Learn more information about residency guidelines here. To access the Residency Declaration form, click here.

Waivers and Exemptions

There are special circumstances that may qualify you for a tuition exemption or waiver. Click here for the Waiver and Exemption form which has a complete list. Several such circumstances are described below.

Out-of-State Waivers for Students with Three Years of Attendance and Graduation from a Florida High School – FS 1009.26(12a)
If you are a student who does not qualify for Florida residency for tuition purposes, but you are graduating from a Florida high school, you might be eligible for an out-of-state tuition waiver to reduce your tuition and fees to Florida rates.

If you have attended a Florida high school for at least 3 consecutive years immediately before graduating from a Florida high school, you must apply for enrollment within 24 months after high school graduation, and submit an official Florida high school transcript as evidence of attendance and graduation.

Please note that you cannot be eligible for Florida grant and scholarship programs with this status. Through this waiver, you retain out-of-state residency and are charged Florida resident rates for tuition and fees for up to 110 percent of your required hours to degree

Purple Heart or Another Combat Decoration Superior in Precedence
If you are the recipient of a Purple Heart or other combat decoration superior in precedence, you may be eligible for a tuition waiver:

Recipient of Purple Heart or Superior Combat Decoration
A state university or community college shall waive undergraduate tuition for each recipient of a Purple Heart or another combat decoration superior in precedence who:

  1. Is enrolled as a full-time, part-time, or summer-school student in an undergraduate program that terminates in a degree or certificate;
  2. Was at the time of the military action that resulted in the awarding of the Purple Heart or other combat decoration superior in precedence, a resident of this state, no matter where they are residing now – OR for those recipients currently living in Florida whose home of record at the time of military action was another state; and
  3. Submits to the state university or the community college the DD-214 form issued at the time of separation from service as documentation that the student has received a Purple Heart or another combat decoration superior in precedence.

Such a waiver for a Purple Heart recipient or recipient of another combat decoration superior in precedence shall be applicable for 110 percent of the number of required credit hours of the degree or certificate program for which the student is enrolled.

Active Duty Service Members

Waivers of out-of-state fees are available for active duty service members of the Armed Forces of the United States residing or stationed outside of Florida.
