Federal Financial Aid

(Includes Pell Grant, SEOG, Stafford Loans, Parent PLUS Loans, Work-Study)

Federal regulations require all schools participating in Title IV federal financial aid programs to have a Standard of Satisfactory Progress, which applies to all applicants/recipients of financial aid as one determinant of eligibility.

  The standard must be applied after each semester of attendance, once contract evaluations are posted. It is important for you to be aware of the measures of the standard and how it relates to your academic record at New College of Florida.
     
  Although standards may differ somewhat among schools, all standards are required to include specific components. Students’ academic progress will be measured by both a qualitative and quantitative component.

  1. Qualitative Component
New College of Florida students are subject to a contract system and are considered to be meeting the qualitative component of the standard if they are allowed to re-enroll. Students that are placed on academic probation by the Student Academic Status Committee are not considered to be satisfactorily progressing through their studies.
     
  2. Quantitative Component
(Maximum Time-Frame and Completion Ratio) Students must complete their educational program within a maximum time frame, measured by attempted credit hours, and must earn a minimum percentage of all attempted credit hours. The time-frame for an undergraduate student cannot exceed 150% of the published length of the academic program (minimum credit hours required to earn degree). A student is eligible to graduate from New College of Florida with 124 credit hours. Federal regulations state the maximum time frame of Financial Aid eligibility cannot exceed 150% of the published length of the program.

The Maximum Time-Frame for New College of Florida students allows a total of 186 attempted credit hours. The Completion Ratio requires students to successfully complete a minimum of 67% of all coursework/contracts attempted.

Evaluating Satisfactory Progress Initial Review

Satisfactory academic progress is initially reviewed prior to financial aid being awarded. Semester Review - Satisfactory academic progress is reviewed at the end of each semester, after contract evaluations are submitted.

What Happens When You do not Meet the Required Standard?

When you do not meet the required Completion Ratio:

  Probationary Status
The first time you fall short of meeting the required completion ratio, you will be considered on financial aid probation during your next semester of attendance. You retain your eligibility for financial aid while in a probationary status. Probationary status is not subject to petition. Because it may take several subsequent satisfied contracts before a student is cleared from probationary status, the Financial Aid Director has the discretion to extend a student’s probationary status for multiple semesters.
     
  Termination
After attending one semester on probationary status, you must satisfy your next contract to maintain your eligibility for federal financial aid. Students who have not satisfied their most recent contract nor have completed the 67% requirement, at this point will have their financial aid eligibility terminated.
     
  When you reach the Maximum Time-Frame
If you have attempted the allowable maximum credit hours, your federal financial aid eligibility will be terminated.

Note: Academic Dismissal – Academic Dismissal prevents financial aid from being disbursed until you are permitted to re-enroll at New College. Petitions for academic dismissal must be made through the Student Academic Status Committee by contacting the New College of Florida Registrar’s Office.

Regaining Eligibility After Termination

  Petition
If you reach terminated status and believe extenuating circumstances prevented you from meeting the required standard, you may petition to the Office of Financial Aid. A written petition must be submitted within 30 days of receiving the Notice of Termination. Although late petitions are reviewed, eligibility for cancelled aid may not be reinstated (varies by program) if the petition is approved. Only one petition per the student’s entire academic career at New College may be granted.
     
  Incomplete Contracts, Missing Contracts, Withdrawals and Emergency Leaves of Absence
Aall have a negative effect on the completion ratio. Incomplete or outstanding credit is treated as NO CREDIT earned. Prior credits must be completed to receive further financial aid consideration. Withdrawals or emergency leaves of absence taken after the first week of the semester will be counted in computing a student’s effort toward satisfactory academic progress.
     
  Transfer Credits Count
Towards the earned and attempted credits for the completion and maximum time-frame ratios. Students that are placed on academic probation by the Student Academic Status Committee may also be placed on financial aid probation regardless of their overall completion ratio.

Bright Futures Scholarship Recipients

At the end of the 2007/2008 academic year, the Registrar’s Office will be required to report the academic progress of each Florida scholarship recipient to the Florida Office of Student Financial Assistance. The purpose of this evaluation is to determine a student’s eligibility for the Florida Scholarship(s) for the 2008/2009 academic year.

The academic progress renewal criteria outlined by the State of Florida is based on grade point average (GPA) and credit hours completed. This renewal criteria applies to the following scholarships: Florida Academic, Florida Medallion, Florida Gold Seal, Florida Top Scholars, and Florida Jose Marti. Since New College of Florida does not carry GPA’s and/or credit hours, the “equivalent” renewal criteria for New College of Florida students is two satisfied contracts during the 2007/2008 academic year. Failure to satisfy both the Fall 2007 and Spring 2008 contracts will result in the suspension of your scholarship for the entire 2008/2009 academic year.

Please keep in mind the following:


  Students who do not meet the renewal criteria due to verifiable illness or emergency may file a written petition and provide documentation to the Office of Financial Aid within 30 days after receiving the ineligibility notice from the Office of Financial Aid in June/July 2008.
     
  Students who satisfy both 2007/2008 contracts after academic progress has been reported to the State of Florida will only be eligible to have their scholarship(s) reinstated if the contracts are satisfied, and recorded as satisfied by the Registrar's Office, before May 22, 2009.
     
  Students who do not satisfy two contracts in 2007/2008 before May 22, 2009 must complete a minimum of 6 credit hours per semester funded by Bright Futures (Fall 2007 and Spring 2008) before May 22, 2009 in order to be eligible for restoration of Bright Futures for the 2009/2010 academic year. Restoration can only be completed once during your undergraduate program and requires two satisfied contracts in the 2008/2009 academic year. 

Students who fail to earn a minimum of 6 credits hours per semester funded by Bright Futures will lose their Bright Futures scholarship(s) permanently.
     
  Students participating in Off-Campus Study, whose scholarships are not renewed due to delays in transcript evaluation, may qualify for renewal once the Registrar's Office determines two satisfied contracts have been completed for the 2007/2008 academic year.
     
  Students who take an approved leave of absence during one semester must still satisfy the one 2007/2008 contract they completed at New College in order to have their scholarship(s) renewed.

Florida Student Assistance Grant (FSAG)

Renewal Criteria for Florida Student Assistance Grant:

Each academic year, at the end of the Spring Semester, the Registrar’s Office is required to report their evaluation of the cumulative grade point average (GPA) and hours completed for the year for each student who received Florida Student Assistance Grant (FSAG) funding through New College of Florida.

The Florida Department of Education Office of Student Financial Assistance (OSFA) requirements state that students requesting the renewal of their scholarships must earn the cumulative GPA and the required hours indicated below on all college coursework attempted:

Note: Since New College of Florida does not carry GPA’s and/or credit hours. The “equivalent” criteria for New College of Florida is:

  New College of Florida reserves the right to reduce or cancel this award if the college does not receive its allocation from the sponsoring agency.
     
  Students completing the FAFSA prior to March 1, 2007 will be given priority consideration for this award. Award may be limited based upon availability of funds.
     
  Students who do not meet the renewal cumulative GPA and/or hours equivalent due to a verifiable illness or emergency, may file a written petition and provide documentation to the New College Office of Financial Aid.
     
  Designations of Incomplete do not affect renewal eligibility for “Hours Per Term Funded Equivalent” if the minimum renewal criteria for this requirement are met.
     
  Students need to bear in mind that even though the New College of Florida’s deadline for completion of Incomplete work is one calendar year from the first day of the semester for which the contract was written, the Florida Office of Student Financial Assistance timeframe for certification of students’ eligibility may be more stringent. Therefore, a student who has Incomplete designations and does not meet the “Hours Per Term Funded Equivalent” may be adversely affected.
     
  Students who are not renewed due to delays in Off-Campus Study transcripts may be renewed after the satisfactory transcript is received and evaluated by the New College Registrar’s Office.
