B) Standard of Satisfactory Progress for Financial Aid Recipients

The Policy

Federal regulations require all schools participating in Title IV federal financial aid programs to have a Standard of Satisfactory Progress, which applies to all applicants/recipients of financial aid, as one determinant of eligibility.

  • The standard must be applied after each semester of attendance, once contract evaluations are posted. It is important for you to be aware of the measures of the standard and how it relates to your academic record at New College of Florida.
  • Although standards may differ somewhat among schools, all standards are required to include specific components.
Understanding the Components of the Standard – Students’ academic progress will be measured by both a qualitative and quantitative component.

1. QUALITATIVE COMPONENT
New College Of Florida students are subject to a contract system and are considered to be meeting the standard if they are allowed to re-enroll.

2. QUANTITATIVE COMPONENT (Maximum Time-Frame and Completion Ratio)
Students must complete their educational program within a maximum time frame, measured by attempted credit hours, and must earn a minimum percentage of all attempted New College of Florida credit hours. The time-frame for an undergraduate student cannot exceed 150% of the published length of the academic program (minimum credit hours required to earn degree). Undergraduate Students – A student is eligible to graduate from New College of Florida with 124 undergraduate credit hours. Federal regulations state the maximum time frame of Financial Aid eligibility cannot exceed 150% of the published length of the program.

The Maximum Time-Frame allowed for students who entered New College of Florida as a new student will be a total of 186 attempted credit hours; students who transferred to New College of Florida as a lower level transfer are allowed 132 attempted hours.  The required Completion Ratio for all undergraduate students is 67% of all New College of Florida credit hours attempted. Note that the completion ratio is based on New College of Florida credit hours only.

Note: Changes in major or a double major do not increase the maximum time frame. Once the allowed hours have been attempted, the maximum time frame is reached.
Evaluating Satisfactory Progress

1. Initial Review - Satisfactory academic progress is initially reviewed prior to financial aid being awarded.

2. Per Semester Review - Satisfactory academic progress is reviewed at the end of each semester, after contract evaluations are submitted.

What Happens when you do not meet the Required Standard?

A. When you do not meet the required Completion Ratio

  • Warning Status – The first time you fall short of meeting the required completion ratio, you will be considered on financial aid warning status during your next semester of attendance. You retain your eligibility for financial aid as long as you are permitted to enroll. Warning status is not subject to appeal i.e. petitions are not accepted/reviewed for warning status.
Note: Warning status is not subject to appeal.

Cancellation – After attending one semester on warning status, your completion ratio must be at least 67% of all attempted New College of Florida classes or your eligibility for financial aid will be cancelled.

B. When you reach the Maximum Time-Frame
When you reach the maximum time frame, i.e. you have attempted the allowed maximum credit hours, your financial aid eligibility will be cancelled.

Note: Academic Dismissal – Academic Dismissal prevents financial aid from being disbursed until you are permitted to re-enroll at New College. Appeals for academic dismissal must be made through the Student Academic Status Committee by contacting the New College of Florida Registrar’s Office.

C) Renewal Criteria for Florida Student Assistance Grant

Each academic year, at the end of the Spring Semester, the New College of Florida Registrar’s Office is required to report their evaluation of the cumulative grade point average (GPA) and hours completed for the year for each student who received Florida Student Assistance Grant (FSAG) funding through New College of Florida.

The Florida Department of Education Office of Student Financial Assistance (OSFA) requirements state that students requesting the renewal of their scholarships must earn the cumulative GPA and the required hours indicated below on all college coursework attempted:

Florida Student Assistance Grant
Minimum Cumulative GPA 2.00
Hours Per Term Funded 12 per semester

Note: Since New College of Florida does not carry GPA’s and/or credit hours. The “equivalent” criteria for New College of Florida is:

Florida Student Assistance Grant
Minimum Cumulative GPA Equivalent Enrolled
Hours Per Term Funded Equivalent 3 full semester classes, or a satisfied Contract, per semester funded

  • Restoration – Students who fail to meet the criteria for renewal may apply for restoration with the New College of Florida Office of Financial Aid after two semesters.

  • Students who do not use the Florida Student Assistance Grant for one full year (i.e. off-campus study or leave of absence) must apply for reinstatement of the grant to the New College of Florida Office of Financial Aid. The student must have earned the minimum cumulative GPA and hours per term equivalent in previous college work to be reinstated.

  • Students who do not meet the renewal cumulative GPA and/or hours equivalent due to a verifiable illness or emergency, may file a written petition and provide documentation to the New College of Florida Office of Financial Aid.

  • Designations of Incomplete do not affect renewal eligibility for “Hours Per Term Funded Equivalent” if the minimum renewal criteria for this requirement are met.

  • Students need to bear in mind that even though the New College of Florida’s deadline for completion of Incomplete work is one calendar year from the first day of the semester for which the contract was written, the Florida Office of Student Financial Assistance timeframe for certification of students’ eligibility may be more stringent. Therefore, a student who has Incomplete designations and does not meet the “Hours Per Term Funded Equivalent” may be adversely affected.

  • Students who are not renewed due to delays in Off-Campus Study transcripts may be renewed after the satisfactory transcript is received and evaluated by the New College of Florida Registrar’s Office.

  •

D) Renewal Criteria for Bright Futures Scholars

Each academic year, at the end of the Spring Semester, the New College of Florida Registrar’s Office is required to report their evaluation of the cumulative grade point average (GPA) and hours completed for the year for each student who received Bright Futures scholarship funding through New College of Florida.

Bright Futures’ requirements state that students requesting the renewal of their scholarships must earn the cumulative GPA and the required hours indicated below on all college coursework attempted:

Florida Academic Scholars Florida Merit Scholars
Minimum Cumulative GPA 3.00* 2.75
Hours Per Term Funded 6 per semester 6 per semester

*Florida Academic Scholars with 2.75-2.99 will renew as Florida Merit Scholars. If the recipient’s grades fall beneath the average required to renew a Florida Academic scholarship, but are sufficient to renew a Florida Merit scholarship, the Registrar’s Office will indicate the student’s standing to the State.

Note: Since New College of Florida does not carry GPA’s and/or credit hours. The “equivalent” criteria for New College of Florida is:

Florida Academic Scholars Florida Merit Scholars
Minimum Cumulative GPA Equivalent Satisfied Contract Satisfied Contract
Hours Per Term Funded Equivalent 2 full classes per semester fundedOr4 full semester classes if funded 1 semester* 2 full classes per semester fundedOr4 full semester classes if funded 1 semester*

*Students who receive approved emergency leave, or take an approved leave of absence during one semester, must satisfactorily complete a minimum of 4 full semester classes in the remaining semester enrolled.

  • Students who do not use the Bright Futures scholarship, for one full year, (i.e. off-campus study or leave of absence), must apply for reinstatement of the scholarship through Bright Futures.

  • Students who do not meet the renewal cumulative GPA and/or hours equivalent due to a verifiable illness or emergency, may file a written petition and provide documentation to the New College Financial Aid Office 30 days after receiving the ineligibility notice from the Bright Futures office.

  • Designations of Incomplete do not affect renewal eligibility for “Hours Per Term Funded Equivalent” if the minimum renewal criteria for this requirement are met.

  • Students need to bear in mind that even though the New College of Florida’s deadline for completion of Incomplete work is one calendar year from the first day of the semester for which the contract was written, Bright Futures’ timeframe for certification of students’ eligibility may be more stringent, and, therefore, a student who has Incomplete designations and does not meet the “Hours Per Term Funded Equivalent” may be adversely affected.

  • Students who are not renewed due to delays in Off-Campus Study transcripts may be renewed after the satisfactory transcript is received and evaluated by the New College of Florida Registrar’s Office.

    Regaining Eligibility After Cancellation

  • Petition – If you reach cancelled status and you feel extenuating circumstances prevented you from meeting the required standard, you may petition the Office of Financial Aid. When you reach cancellation status, a petition must be submitted no later than 30 calendar days from the first day of classes of the following term.  Although petitions received late are reviewed, eligibility for aid which was cancelled may not be reinstated (varies by program) if the petition is approved.

  • Incomplete Grades, Missing Grades, Withdrawals, Emergency Leaves of Absence – all have a negative effect on the completion ratio.  Incomplete or outstanding credit is treated as NO CREDIT earned.  Prior credits must be completed to receive further financial aid consideration.  Withdrawals or emergency leaves of absence taken after the first week of the semester will be counted in computing a student’s effort toward satisfactory academic progress.

  • Transfer credits do not count toward making up shortages in earned credits for the completion ratio.

  • Reinstatement after Academic Dismissal - If you successfully petition the Student Academic Status Committee (SASC) to allow you to re-enroll, after being academically dismissed, your eligibility will be reinstated as long as you are otherwise meeting the required standard.
